What really helps FPS is the i7 processors. With the removal of FSB, an average GPU will perform better than the same GPU based on an LGA775 CPU. If you wanna see your FPS rise, go i7. I have Resident Evil 4 PC version and I noticed that when I'm on large maps or when it's raining and you can see some wind gusts while running, the fps decreases or it lags.

This issue might have caused due to Graphics issue or incompatibility of the games with Windows 10 drivers. So better update the graphic card drivers.
Let’s try with some below methods to resolve this issue.
Method 1: Follow these steps to update graphics drivers.
- Press Windows key + X and select Device Manager.
- Search for Display Adapters and expand it.
- Right click on the graphics driver and select Update driver software.
- Restart the System and check playing the Game again.
Method 2: Follow the steps to install the Game in Compatibility mode.
Search for the game setup.exe file.
Right click and select Properties then tap or click the Compatibility tab.
Place a check in the Run this program in compatibility mode for: box.
Tap or click the drop down box and select a previous operating system, then tap or click OK.
Try installing the Game and check.
Method 3: Also reduce the hardware acceleration and check with the issue.
On the desktop, press Windows key + X and select Control Panel.
In Large Icons View, click on Display and click on Change Display Settings, in the left pane.
Click on Advanced Settings. In the Advanced Settings window, if Troubleshooting tab is present, then the graphics card supports hardware acceleration.
Click on the Troubleshooting tab and move the Hardware Acceleration slider to Full.
Click on OK and restart the computer to save the settings.
